The National Hispanic Health Foundation (NHHF) applauds the Health Resources and Services Administration (HRSA) for finalizing its revised 340B Rebate Model Pilot Program. This measured approach is an important step toward improving transparency, accountability, and oversight while preserving the program’s mission of expanding access to care for vulnerable and underserved patients.
As we noted in our comment letter submitted in March 2026 to Director Britton, Hispanic communities continue to face significant barriers to care and disproportionately high rates of chronic disease. Ensuring that federal programs operate as intended and that resources reach the patients and communities they were designed to serve, is paramount to improving health outcomes.
The revised pilot will provide valuable claims-level transparency to help identify duplicate discounts, strengthen program integrity, and give policymakers a clearer understanding of how 340B savings flow through the healthcare system. By improving transparency and accountability while keeping patients at the center of the program, this pilot will help ensure that 340B better fulfills its original purpose of supporting the communities that most depend on it.
